MUNICIPAL WATER AND SEWAGE PROJECTS, GENERAL
The principal of C. Vargas & Associates, LTD. (CVA) is responsible for the design of seven miles of 24″ water main loop around the northwest quadrant of the City of Valdosta, Georgia. Likewise, he is responsible for the study and design of the sewage transmission system for the City of Jacksonville’s Arlington East system which initially involved six minor pumping stations, four major master pumping stations and over 26 miles of force mains ranging from 18″ to 46″ in diameter.
CVA has designed portions of the 42 million gallon per day expansion to the Buckman Sewage Treatment Plant. In addition to the above, the firm has been responsible for the complete design of numerous sewage treatment and water treatment plants in northeast Florida. CVA was commended by the Florida D.E.R. for the innovative design of the 400,000 gallon per day sewage treatment plant at Normandy Village, Jacksonville, Florida.
CVA is responsible for innovative design of effluent irrigation projects. Most noteworthy is the spray irrigation system designed for The Valley at Hidden Hills in which storm water was collected for a one hundred twelve (112) acre drainage basin with no positive outfall and the volume of up to a 100-year storm was managed and irrigated within front lawns, commons and recreational areas of the project.
The principal of CVA designed the municipal sewage treatment plant effluent disposal site (irrigation) for the City of Lyn Haven, Florida. In addition, CVA is well-versed and experienced in irrigation for numerous parks for the City of Jacksonville, Florida to include the Memorial Park and Metropolitan Park Marina, a 20-acre site.
Because of our extensive experience with the study design and construction monitoring of the very expensive water and sewer infrastructure type projects, we have become well-versed in the preparation of the documents for the sale of bonds to finance said improvements. In particular, we have directly secured bond sales for the Normandy Village Utility Company, and for the Harbor View Utility Company of Jacksonville, Florida.
Assistance has also been rendered to the City of Jacksonville in the preparation of documents for the sale of bonds which financed the sewage improvement program necessary for debt repayment.
Necessary with debt repayment is the preparation of user cost recovery documentation; namely the preparation of water and sewer rate schedules for the particular clients.
Of the schedules prepared by this office, projections have consistently held true for up to five years after implementation. We have prepared rate schedules for clients, both to recover debt service and most importantly for private utilities to substantiate rate increases to the State Public Service Commissions to establish profit margins.
