C. VARGAS & ASSOCIATES LTD., (CVA) was formed in 1978 to provide consulting engineering services in the fields of water supply, wastewater pollution control, civil works, transportation facilities and land development to municipal, state and federal agencies and to private developers. CVA has vast experience in planning and design of shooting range sports facilities and parks, site development, water, sewer and earth moving projects.
CVA has been designing shooting ranges since 1989 and has been working with the NRA Range Manual since March 22, 1990. In 1998, CVA was commissioned by the NRA as a consultant to do the revisions to the drawings for the NRA Range Manual re-published in July 1998 in the “Source Book”.
Ing. Clark Vargas, P.E. was a member of the 1996 Steering Committee and was a presenter in the Third National Shooting Range Symposium held in Orlando, Florida, where more than 200 shooting range developers and operators, as well as leaders in fish and wildlife management, shooting industry, hunting and shooting sports, gathered. This symposium provided workshops, demonstrations, field trips and how-to sessions, including the latest information to help shooting range developers and managers address design and environmental issues pertaining to gun range development and promoting the shooting sports.
The highlight of that symposium was a field trip to Tenoroc Shooting Range in Lakeland, Florida, then, the newest and largest Florida Game and Fresh Water Fish Commission shooting range, 120 acres. The Tenoroc Range was designed by CVA and has rifle, pistol, 3-D archery, handicap-accessible archery, air gun, black powder and sporting clay ranges.
Ing. Vargas has been a presenter in two (2) National Symposiums, 1996 and 2000 discussed the latest design criteria for shooting ranges and included such topics as military standards, safety zones, aesthetics, shot fall areas and guidelines on how to design ranges.
CVA has completed 22 to 640 acres master plans for the Del Norte Gun Club, New Mexico and Gateway Rifle & Pistol Club in Jacksonville, Florida.
CVA has completed prototype drawings for State Hunter Education Range Program Ranges for the states of Florida, Kansas, Idaho,Illinois and South Carolina.
CVA was retained by the Illinois Department of Natural Resources to prepare the Illinois Range Development program.
In 1999, CVA was retained by the Kansas Department of Wildlife to design the Kansas Shooting Range Facilities Program (10 ranges), to enable Kansas Department of Wildlife to teach Hunters Education.
CVA was selected to design the rehabilitation of the Blue Mountain Sporting Club Range in Westchester, New York.; the range was redesigned to meet the Consent Order requirements for lead abatement for EPA Region II.
In June of 2000, the National Rifle Association (NRA), presented Clark Vargas, the Martin R. Scarborough Award, as the 1999 Range Designer of the Year.
In 2005, CVA was selected by the NSBA for its range design in Butler County for the Butler Technical Career Development School.
CVA and its associates have many years of experience in the engineering field and electrical and land surveying. Previous experience has enabled CVA to select only highly qualified firms for support services. These support firms are among the most qualified in the Southeast.
